Development of competency-based education programs for health professionals in prevention and management of cardiocerebrovascular diseases at regional cardiocerebrovascular center

Abstract
Objectives: This study aims to develop the training programs based on the core task and competency matrix of the public health practitioners working toward prevention and management of cardiocerebrovascular diseases at regional cardiocerebrovascular center.

Methods: A Self-reported web-based survey was conducted from November 9 to 18, 2020 and a total of 109 health professionals in prevention and management of cardiocerebrovascular diseases participated. The data were analyzed using Importance-Performance Analysis, t-test, Borich needs assessment model, and Locus for Focus model. The initially proposed training programs were subsequently validated by an expert panel.

Results: We identified 17 core tasks, 7 common core competencies and 27 priority sub-competencies for the regional cardiocerebrovascular prevention and management center. Core tasks were selected as items of high importance and difficulty through Importance-Performance Analysis. Core competencies were derived from common competencies and job competencies of education managers and project managers. Competencies commonly required for education and business managers were derived as public relation and communication for local community, project understating and planning, information collection and analysis, project evaluation, and network construction. Based on these core tasks and core competency models, we developed common essential training programs for all groups and group-specific training courses for each group.

Conclusion: It is imperative to develop individualized and level-specific curriculum to enhance professional competencies of health professionals working in cardiocerebrovascular disease prevention and management center.
